The questionnaire survey was adopted for the study. The self-designedquestionnaire“The Elementary Principals'' Curriculum Leadership & Teachers'' Teaching Effectiveness Questionnaire”was used for collecting the data. The samples were the teachers of elementary schools in Penghu County. Adopting the random sampling method, seven teachers were drawn from each school. Among the totally 287 teachers samplings, 272 of them were valid,reaching a valid rate of 95%. The data were analyzed by thefollowing statistical methods:Mean, Standard Deviation, T-test, One-way ANOVA,Pearson product-moment correlation, and Multiple stepwise regression. Some conclusions were summarized as follows: 1.The teachers'' perception of elementary school of Penghu County on principals'' curriculum leadership was above the average. 2.The teachers'' perception of elementary school of Penghu County on teachers'' teaching effectiveness was above the average. 3.The genders, ages, and career years of teachers in elementary schools did not have explicit differences on principals'' curriculum leadership. And the teachers under the factors such as part-time administrative job, the level of highest education 、the size of schools and the location of the schools had explicit differences on principals'' curriculum leadership . 4.The genders, ages, and career years of teachers of elementary schools did not have explicit differences on teachers'' teaching effectiveness . And the teachers under the factors such as part-time administrative job,the level of highest education 、the size of schools and the location of the schools had explicit differences on teachers'' teaching effectiveness . 5.The positive relationship between principals'' curriculum leadership and teachers'' teaching effectiveness was significant . 6.The principals'' curriculum leadership had positive prediction ability on teachers'' teaching effectiveness. Within that,the reestablishing of school organization and culture had the best prediction ability on teachers'' teaching effectiveness. Based on the above conclusions,this study offered some suggestions as a reference for educational administration authority, elementary school principals and teachers .
