In order to get the competitive advantage and reduce the production cost, they have to build new fab and to do mass production of their R&D product in a short time, in order to grip the opportunity of new releasing and gain the market share. Therefore, sound construction management for high tech fab building is required to solve the problems during the construction process. This thesis focuses on systematically compiling the procedures and means for high-tech semiconductor fab construction management, and discussing the four key issues - schedule, cost, quality and safety – playing the roles in the construction management. Through the study and analysis of a real case management, construction of one semiconductor 12” fab in CTSP is discussed to find how the construction teams adapt the four key issues to manage their construction and the key factors for their success. This case shows their success in four aspects - cost meeting their budget, quality meeting their specifications, no serious injury for safety and achieving the fastest schedule among all the semiconductor 12” fab in Taiwan. It is concluded that the major reasons for their success is to well understand the true meaning of construction management – the planning and management competence of the construction teams, along with top-managers’ support and empowerment, communication and coordination between all the project team members, the enforcement of the teams, and vendors’ focus on the project. Meanwhile, the procedures of construction management complied by this thesis are proven to have its practicability by the case.
