Green buildings emphasizing a number of energy saving, resource conservation, and waste reduction concerns. These concerns can meet the needs our society so that green design has become the main stream in architecture. Elementary education is the basis of all education, and therefore elementary school shall swim with the stream of green design to provide children with healthier learning environment. The study is dedicated to understand elementary school’s problems when applying green buildings to campus and how they can solve the problems. In addition to documentary review, we make questionnaire and interview documents based on nine indexes of green buildings in order to conduct a survey. After being examined and revised by the specialists and scholars, the surveys are conducted in public elementary schools in Taichung district and some of the schools have confirms the correctness of the questionnaire. Through sorting out, coding and analyzing the data collected from the surveys, we find schools’ problems of applying green buildings and try to provide countermeasures. First, the statistical results of 175 valid copies of the questionnaire recalled indicate no one fulfills the norms of green building completely. This is because we use new standards of green buildings to inspect old school buildings. Even those new campus buildings constructed after the 921 earthquake can not meet such indexes. It means the indexes of green buildings are defective. Furthermore, the information on the questionnaire and interviews shows that budget is one of the critical factors of Ⅲ implementing green buildings successfully. As the expenditures of school buildings are fixed, steel or wood based structure that has less impact on environment but costs much more than the traditional one would not be considered. Third, it is necessary to promulgate and explain in advance because school staff or people might be suspicious of certain approaches of green buildings. Fourth, legal regulations on green buildings are required since legal rules and provisions are more effective than any promotion or rewards. Fortunately, the government has announced legalization of green buildings.
