Firstly, the researcher divided into four perspectives on satisfaction of teacher, administrative processing process, professional manpower and growth and expenditure/resource/equipments through the reflection of literature review. Then, the researcher adopted questionnaire investigation of elementary school staffs in four countries including Taichung country, Taichung city, Zhanghua country and Nantou country and used the way of stratified random sampling to inquire into the opinions and viewpoints of six hundred and ninety-five principals, school administrative staffs, class teachers and subject teachers in seventy-eight elementary schools. After eliminating invalid questionnaires, there were five hundred and eighty seven questionnaires available with 86.46% usability rate. Data from questionnaires was analyzed and processed by statistic methods of a mean, standard deviation, t-test, and one-way ANOVA etc. According to the result of analyzing data, the researcher came up with the conclusions as follows: Ⅰ. There were some problems on developing elementary school in-service advanced education, and educational administrators should emphasize on them and coordinate with each other energetically. II. Performance measures of developing the elementary school in-service advanced education could sum up four levels including fifty-five reference items. III. Perspectives of education staffs on performance measures were above average on each question but there were differences between exception and reality. IV. Education staffs for performance measures were high expected,nevertheless existed some differences under dissimilar background variables. Ⅴ. Performance measures corresponding to present situation was acceptable, nevertheless existed some differences under dissimilar background variables. Finally, the reflection of literature review, investigating results, explanatory comments and applications of researching process for relative theories for educational administrators, elementary school education and following-up advanced researches bring up some concrete suggestions.
