Although Taiwan has already accumulated over 20 year experiences in bio-technology, plus the government have issued many policies to accelerate the speed, until now there is no outstanding research outcomes in this area. Mainly because Bio-technology is still a young industry and its special character is not easy to grasp, especially during the first stage of development. The objective of this report is to evaluate the development of Bio-technology in Mainland China and Taiwan, based on the analysis of the competitive advantages of Bio-tech industry in Mainland China and Taiwan, especially focus on analyzing the competencies of Bio-Pharmaceutical production. The Bio-pharmaceutical industry has its own characters, 1. High technical requirement, 2.long value chain, 3, high risk and high ROI, 4. Big initial investment and return is unsecured. However, it is easy to get supports from government through legal regulation and contract protection. Therefore, we regard it as the leading segment in bio-technology industry, due to its driving power in developing subsidiary segment, for example, Bio-chip business, Bio-material business and testing reagent business. In this report, I will analyze the competitive advantages between bio-pharmaceutics industry in Mainland China and Taiwan, through Michael Porter’s Five Forces Model; then I will give some recommendations on what business strategy they should implement in future development. According to the survey by Ernst & Young, the outstanding performer in Bio-technology is United States. In 2002, their revenue of this industry occupied 73% of the worldwide revenue. Whether Taiwan can copy the development model of Electronic Industry, which is started from OEM, we need to further analyze the related issues。 The reasons that we target mainland China as our main competitor, are 1. The market volume of mainland is huge, 2. Talents volume is big, as well as the cost is lower, 3. We have similar culture and language advantages. Hence, we wish can help developing the future strategy for both side, through comparison of each competitive advantages. The methodology of this report is first, set up the overall framework through researching, using 5 forces from Michael Porter to do the comparison of competitive advantages between Taiwan and mainland China, finally, analyze each part’s situation using SWOT. It is necessary for us to analyze the experiences from different countries, to find out the best path for us to develop Bio-technology. It is also a necessity for government to continuously support this industry.
