| Summary: | 碩士 === 國立屏東科技大學 === 農企業管理系 === 93 === Most of the land of the self-run farms of Taiwan Sugar Corporation (referred to as “Taisugar,” hereinafter) was successively re-delimited from 1951 to 1961. After re-delimitation, the shape of land became well-cut and rectangular with perfect irrigation and drainage systems, which are suitable for farming by using large farming machines. Nevertheless, under the cessation policy of sugar cane plantation, these excellent land resources would no longer be used for sugar cane farming. Since there are no sound plans of land use made in advance, not only the efficiency of land use is affected, higher difficulties are increased to the management of the land.
This paper is divided into several parts: accumulation and collation of the data of literature, accumulation of the data of the related cases, and interviews with 39 scholars and experts in the circles of production, government and education by adopting Delphi’s interview method of scholars and experts. After analysis is made, the following conclusions are made:
1. Regarding the current use and management of farmland by Pingtung District Operation Division of Taisugar, although the afforestation of flatland and the leasing of land to agricultural enterprises, farmers, government departments and schools have been generally accepted, the area of the idle, abandoned and unused farmland is too much. Therefore, scholars and experts did not agree to the current use and management of farmland.
2. Should the land leased to agricultural enterprises and farmers by Pingtung District Operation Division of Taisugar be restricted from the growing of export agricultural products? Over this part, most of the experts of agricultural units gave positive answers. As to the scholars and experts in the academic, planning and land administration circles, most of them held the viewpoint against the restriction.
3. Regarding what facilities and planning should be employed to achieve the most effective land use under the legitimate land use plans, the scholars and experts proposed the establishment of recreational farm, healthy garden or park, resort village, etc. Besides, many scholars and experts suggested that the establishment of organic agricultural products park and Chinese medical herbs park should be the future development of agriculture.
