Hsichu Science Park is the first Science Park in Taiwan. The establishment has lasted for 25 years. It has had an obvious effect on the population of Hsichu and vicinity and the behavior and activities of the residents. Chuan Science Park is close to Hsichu Science Park and is one of Hsichu Science Park’s satellites. The towns of Chuan and Hsichu have always been closely linked because of location and historical relations. Because of this link the original planning for the Chunan Science Park should have been vigilant to the environment and thought deeply about the example of the Hsichu Science Park, however, it appears as if the Chunan Science Park is repeating the path which the Hsichu Science Park once passed through. Analysis of the Hsinchu Science Park case, related data, and using the Tilly’s ecological triangle, with regard to Environmental Sociology, the above problem is classified into three problem directions: 1. People (the population variability) 2. Space (a geographic view) and 3. Activity (behavior). The influence of people and activity on the space will also be studied. The two towns of the study, Chunan and Toufen, are facing an industrial type change which has caused population changes and changes to former behavior and activities. These changes have also and an effect on the geography or landscape and the condition of life in the space. This research will investigate the negative effects of the Chunan Science Park complex and the changes in people’s behavior in the two towns or Chunan and Toufen. It will take the Hsinchu Science Park as a case example, study the government and economic policy that lead to the park, and offer suggestions to be used for future economic planning and development of with special relevance to rural communities.
