Because of the change of the policy for education at present, the funds of higher education reduce year by year. Some important facility in university often can’t get funds to construc it. The Hsiao-Kang Kaohsiung Taiwan R.O.C. promoted from Junior college to Institute in 2000. The school consists of 11 pieces of department . Student's number is 3100. There is insufficient athletic ground now in the school. For making teaching normalization , it really need to build one education sport leisure center , in order to solve the problem that students had a class with the activity. And teacher and student must need the space for sport for recreation with facility too. For such trend , to consider using the way of BOT to build the educational sport leisure center. Hope to get the fund of the people or enterprises. As the motive force of campus construction. Avoid the construction that makes the leisure center unable to be smooth because of educational restriction short of money.
This text probes into the school and builds the feasibility of the leisure center of the movement by way of BOT mainly. Investigate the teaching and administrative staff of the school , the people of the student and community by way of documents are analysed and questionnaire investigation. To use school move to use will and terms centre, in order to as with sport basis of in the center that BOT build.
This research is investigated via questionnaire investigation and on the spot , complementing the method to try being regarded as in order to operate the financial affairs can be regarded as the following conclusions:
（1）Because sport recreation facility of the school bear teaching , train and practise the place, so unable to do comprehensive opening while managing, especially during the new term begins, the activity go on during this period to arrange for course to correlate with various kinds of day and night, influence the camp to accept greatly .
（2）The behaviour area of corporation office of the educational sport leisure center is free of charge for offer students to the school to handle the corporation activity and use , so may influence the camp to accept the source .
（3）If this case is it obtain by school public moneys make the investment when building , for help committee manage by way of OT to consider, propose still building in the planning place, and it comes in and goes out the tendency still needs to facilitate students and community's people's use.
