The qualified teachers of the public primary schools of Kaohsiung City, Kaohsiung County and Pingtung County included in the statistical data for the year 2004 made by Department of Statistics, Ministry of Education were taken as the research targets of this paper. The survey was carried out by the way of stratified random sampling, with 1,100 questionnaires being sent out, and an effective return rate of 81%. The research tool is a rating scale edited by the researcher. The rating scale is divided into 3 parts: “basic personal data,” “innovative instruction,” and “defiance of members.” The collected data are analyzed by different statistical methods, such as descriptive statistics, t-test, 1-way ANOVA, step-by-step regression analysis, etc. The analytic results of the research data are as follows: 1. Analysis on the implementation of innovative instruction and the current situation of defiance of members (1) Generally speaking, the implementation of innovative instruction at different levels appears to be a frequent and common phenomenon. (2) On the causes of defiance, some teachers at schools seem to defy against innovative instruction. The teachers are aware that the members with the highest extent of defiance are the parents of students and the subject teachers, and the members with the least extent of defiance are the principals. 2. Difference of innovative instruction in the variable of different backgrounds (1) Different sexes and teaching seniorities have no significant difference over the innovative instruction. (2) Different posts, education qualifications, sizes of schools and locations of schools have significant difference over the innovative instruction. 3. Difference of the causes and ways of defiance in the variable of different backgrounds (1) Different teaching seniorities have no significant difference over the causes and ways of defiance. (2) Different sexes have significant difference over the causes and ways of defiance, and the difference among male teachers is higher than female teachers. (3) Different posts have significant difference over the causes of defiance (personal factors). (4) Different posts and teaching seniorities have no significant difference over the ways of defiance. (5) Different education qualifications have significant difference over the causes of defiance (personal factors). (6) Different locations of schools and sizes of schools have significant difference over the causes and ways of defiance. (7) Different education qualifications, locations of schools and sizes of schools have significant difference over the ways of defiance. 4. The causes of defiance can effectively explain the changes of innovative instruction at different levels. The causes of defiance can effectively explain the changes of innovative instruction among different levels (cooperative learning, coordinated instruction, information-technology-involved instruction, and diversified evaluation). The greater the hierarchy of personal factors, the greater the negative effects of innovative instruction, implying the worse the effects. Finally, according to the conclusions collated and summarized, this study make concrete suggestions for the administrative organizations of education, different school units, teachers themselves and the subsequent studies so as to offer a reference for the related units and the subsequent studies.
