However, the streaming server’s support for scalable video is not prevailing. The problems arisen from dealing with the scalable video coding are bandwidth limitation and QoS(Quality of Service) guarantee between different layers in end-to-end transmission. In this thesis, we propose a scalable video coding based on MPEG-4 standard over Internet. The proposed method achieves a real time and high-quality video transmission to conform to the requirements of the video communication. We also present a framework for efficient scalable video coding using both decimation and interpolation schemes in spatial and temporal of frames. Experimental results show that the proposed scalable video coding improves the coding efficiency in terms of PSNR and bit rate for the applications in network communication over Internet.
