This study is conducted through questionnaires with 488 effective samples out of 640 teachers from Kaohsiung city and county. The study tool is “The Questionnaire on he Relationship among the Curriculum Leadership of Principal, the Innovative Climate of Organization and Teacher Efficacy.” The statistical methods include descriptive statistics, T test, One-Way ANOVA, Pearson variances analysis, and Stepwise regression analysis. The study summaries the following findings: 1. Teachers’ evaluation on the curriculum leadership of principal is above middle level. 2. Innovative climate of organization constructively exists in primary schools. 3. Primary school teachers are highly efficacy. 4. Those teachers who are male, senior, especially directors and from small size school, are aware of better curriculum leadership of principal. 5. Those teachers who are male, elder, senior, especially directors and from small size school, are aware of better innovative climate of organization. 6. Those teachers who are elder, senior, especially directors and from small size school, are aware of better teacher efficacy. 7. Curriculum leadership conducted by principals enhances better teacher efficacy. 8. Conducting innovative climate in a school stimulates teacher efficacy. 9. The flexible freedom phase in curriculum leadership of principal and innovative climate of organization can best predict teacher efficacy. According to the findings and conclusions, the researcher provides the following advices: 1. For educational administrative organizations: (1)To respect principals’ need of further study and foster principals’ curriculum leadership. (2)To adjust school size and foster principals’ curriculum leadership, innovative climate of organization, and teacher efficacy. (3)To ascertain curriculum and teacher evaluation systems and set up teachers’ professional image. (4)To set up a system to encourage school innovation, foster school management assessment, and motivate schools to be aggressive and innovative in administration and teaching. 2. For principals: (1)To form a counseling group of senior teachers for new teachers. (2)To detach ordinary regulations and rules to provide an appropriate and flexible space. (3)To form a system of job rotation to promote innovative climate. (4)To expand school mechanism to encourage female teachers to attend school administrative affairs and retain better school identity. (5)To construct a school culture of profession, involvement, sharing and open minded. (6)To encourage teachers to attend in-service courses for better professional knowledge. 3. Abstract
