This research is aiming to explore the influences on the growth of professional expertise for southern area public officials participating in the on-job Master programs. Some concrete suggestions are provided as reference for public officials to promote their professional expertise in work.
From documentary analysis, the four dimensions on the growth of professional expertise of public officials were established and, by their contents, a questionnaire of “Investigation of the Influences on the Growth of Professional Expertise for Southern Area Public Officials” was completed. The subjects are public officials who are studying in graduate schools in the eight universities in southern area.
A total of 434 questionnaires were issued to subjects in the 17 graduate classes of 13 graduate institutes and 334 valid questionnaires were retrieved. Then, the SPSS 10.0 software was applied for statistical analysis, including average, standard deviation, t-test, single factor variant, and Fisher’s Exact Test.
The results showed:
1. The level of the influences on the growth of professional expertise of southern area public officials participating in on-job master program is medium high, mostly helpful. Among the four dimensions on the growth of professional expertise of public officials, there are greatest helps in “professional skills” and “creativity and research ability.”
2. These public officials’ gender, age, term of service, position, category of continuing education have significant differences on the integrated level of growth of professional expertise; however, the nature of job and the area of schools have no significant differences.
3. There are discrepancies between the need and achievement of study for public officials participating in on-job master program.
4. Besides “official curriculum,” experience exchanges also contribute significantly to the growth of professional expertise.
The following suggestions were made from the above results:
1. Universities should provide favorable study environment, including hardware facilities and curriculum design, for flexible and diversified courses selection.
2. Public officials should continuously participate in on-job continuing education to absorb new information and enrich professional competency. They also should cherish the results achieved and apply them in actual work.
3. The administration organization should construct an environment of study, and affirm the public officials who participate in continuing education: to provide promotion channel for graduates to encourage public officials to participate in continuing education.
4. Suggestions to future study: The area, method, tools, and depth should be emphasized on the future research.
