The Emission Trading System (ETS) in the framework of Total Amount Control has been proved a flexible managerial approach capable of enhancing the performance of pollution reduction and cost-effectiveness according to its applications in many countries. In this study, literature reviews were conducted, aiming at collecting, integrating, and analyzing the ETS methodologies in many countries and identifying the components composed of them. Thus, these factors can be included in an integrated framework incorporating ETS into SEA. A flowchart for designing ETS and a list for ETS items that can be used in mitigation alternatives were proposed and thus new economic options can be taken into account. Moreover, taking the SEA for industrial park development in Taiwan as an example, the integrated SEA-ETS framework was designed and compared to a traditional SEA. It was concluded that through integrating ETS and SEA, the efficiency and performance of can be improved if compared to those when they individually used.
