First, the survey method was the literature review and accorded the experience from the researcher in school to develop the foundation of this study. Second, the 485 parents and 485 teachers from the Kaohsiung municipal elementary schools were selected by stratified random sampling as samples. The data were collected from the questionnaires by the researcher and analyzed through statistics methods of descriptive statistics, one-way ANOVA, Chi-square test and Students’ t-test. The data of interviews were responded to the data of questionnaires. The main conclusions were as follows: First, parents prefer to take part in the affairs of school were: (1) curriculum and instruction; (2) budgeting; (3) general affairs and (4) personnel. In parents’ opinions, the best way to involve in the affairs of school was in a formal and indirect way. Second, the factors of affecting parent involvement in the affairs of school from high to low were teachers, the school, students and parents. Third, the preference that teachers wondered parents taking part in the affairs of school were: (1) budgeting; (2) general affairs; (3) curriculum and instruction and (4) personnel. Teachers want parents to partake in curriculum and general affairs in an informal and direct way. However, teachers wanted parents to partake in budgeting and personnel contents in a formal and indirect way. Fourth, in teachers’ opinions, the factors of affecting parent involvement in the affairs of school from high to low were the school, teachers, students and parents. Fifth, parents were less preferred to participate in school’s affairs than teachers’ expectation. Parents more agreed with the factors in teachers and less agreed with the factors in parents. Based on the above conclusions, this study provided some suggestions as follows: First, parents need to keep in touch with teachers; understand children’s behaviors; discuss with teachers about the curriculum before carrying out; understand the information of school and participate in the affairs of school in a legal way. Second, teachers must consider the schedule of parents when they arrange activities. Teachers should offer opportunities for parents to foster the warm relationship between parents and children; open the mind to cooperate; not depend on parents’ resources too much. Third, the school can offer the information to promote parents to participate in the affairs of school; arrange for diverse school days and workshop for parents; develop the diversity of funding; plan a mode to recommend the superior teachers. Fourth, the education administration must accept all kinds of opinions when they make laws. Fifth, the suggestions are for the future researchers that enlarge the research members and the levels of schools.
