It seems that the fishery is at the turning point of transformation while the salt industry has been declining even suspended. Therefore, the author is intended to study the development of the industrial activities in the region and the mechanism of its changes, and make a probe into the current status and the future development. The paper analyzes the changes of the industrial activities and use of land in Beimen Township by the two time periods of Japanese Occupation Period and Restoration Period and by the framework of three sectors’ space divisions which are fishery, salt industry and agriculture, so as to present the regional features of the region. During the Japanese Occupation Period, the development of the fishery focused on coast fisheries. In fact, many inland fish farms were established. Fish farms were emerging, but their productivity was lower than that of the coast fishery. And the products were mainly milk fish and oysters. Nowadays, the products are the same. After the restoration, the upgrade of fishery technology, the change of the fishery resources and market demands changed the fishery structure. Since the 50''s of the Republic of China, with the rapid expansion of aquaculture, the coastal fishery was defeated and declined in about the 70th year of the Republic of China. And the aquaculture consisting of fish farms and oyster cultivation is the center of the local fishery activity. In the future, the fishery may encounter the same conditions as the salt industry and will orientate itself to the tour and leisure industry with the establishment of the Southwest Coast National Scenic Area. In addition, about the development of salt industry, during the Japanese Occupation Period, to meet the demand of the colonists, 5 salt flats were built and merged. From the south to the north these 5 salt flats were JingZaiJiao(井仔腳), JhongJhou(中洲), JhouBei(洲北), KeLiao(蚵寮) and WangYe Harbor(王爺港). On the foundation established by the Japanese, the National Government took over the salt flats after restoration and reconstructed the Beimen Salt Flat. And in the trend of the industrial structure transformation, the Taiwan Salt Industrial Corporation (TSI) faced with the pressure of privatization was forced to suspend operations, split and closed in the 90’s of the Republic of China. At present, TSI is actively developing the business of biotechnology and information industry and has made obvious achievements. Beimen Salt Field and its salt marsh is being actively planned and developed to be a tour resource in the background of the establishment of Southwest Coast National Scenic Area and a successful result is expected. As for the development of agriculture, after the build up of the Jianan Dam during the Japanese Occupation Period, the land use formation is glebe in the north and paddy fields in the south. Affected by the acquisition of water resources and high salt in the land, main crops are of the dry farming crop type, paddy cultivation is in small quantity. After the restoration, there is no big change in the land use formation, and with the building up of the Zengwen Reservoir and the improvement of salty land, as well as the promulgation of a series of agricultural policies since the 70th, the cultivation of paddies, shallots and garlic was spread, and some crops such as corn and jowar were cultivated. In addition, some regional crops such as cantaloupe emerged. Up to this moment, the land use formation and crop categories are almost definitized, paddy cultivation is little. The future development of the agriculture is not determined yet; maybe it will be developed as tour agriculture. The changes of the industrial spaces utilization in Beimen Township can be seen in the above presentation. An integrated utilization is expected from the interactive cooperation between the Southwest Coast National Scenic Area Administration and the local public departments to fully understand and use the local resources. Only in this way, can the integration of the salt industry and fishery at present or the future integration of salt industry, fishery and agriculture work efficiently.
