It can enhance learning motivation and thus improve learners’ thinking skills. In the course outline of Nine-year Integrated Curriculum, it is also mentioned that teachers should adopt multiple ways of evaluation, including product exhibition and project demonstration. Real-time data process and presentation has become possible because of the rapid development of network technology, scholar to pay attention to its applying to value of the education and study activity; moreover, it is also possible to implement peer assessment on web-based platform instead of by paper and pencil. This research is going to develop a Web-Based Collaborative Peer Assessment System, which helps teachers to carry out peer assessment via internet. The first part of this research is a thorough analysis of the system function demand and the platform mechanism based on former studies, then the system design and operation follows, and the final part is the system self-evaluation by means of questionnaires. This evaluation system supports the inter-evaluation among groups, among group members, and among all members; produces collaborative groups and then assigns graders; it offers elastic evaluation approaches which enable teachers to make their own evaluation chart, and it supports elastic evaluation process control. All these functions mentioned above can be modified to meet the needs of each teacher. Hopefully this system can make it much easier to set up and configure assessment processes and therefore becomes a competent assistant in the modern classroom.
