To achieve the goal, this study firstly analyze the origin and issues relative to the establishment of complete high schools. The present thesis is, furthermore, largely based on careful reading of documents and clarifying analysis of the results of questionnaires to administrative staff, teachers and principals. We have come to the conclusions that: 1. Administrative staff and teachers' espousal of the school policy differs due to the discrepancy between town and country. 2. For administrative staff and teacher, the longer a complete school is established, the more firmly they support the school policy. 3. Based on the idea of "sharing out the resources," complete high school teachers can make the most of school facilities. 4. To fully carry out the goal of multiple school entrance system, we need strong enforcement of the policy by the government. 5. The curriculum plan of complete high school should accord with the scheme for senior high schools drawn up by the Ministry of Education. 6. The drillmaster have made an appreciable contribution to complete high school, yet we now face the problem of manpower shortage. 7.
