If the completion level of the basic design is too high, contractor will have little room to proposal their creative design, and if the completion level of the basic design is too low, the client may have the risk of losing control and project goal cannot be attained. Therefore it is worthy of studying the measure of design completion level of basic design and the effects of design completion level on the cost and during in design –build project. This study consists of two parts. The first part is the study of measure design level. Through literature review and interview with experts, it is suggested that incremental milestone measure of design completion level could be the most practical method for design-build projects. The second part is an empirical study of school build projects. Data of school projects are used to determine the cost variation range derived from the basic design. The study results show that quantitative factors such as: foundation type, floor area, floor number, floor stature, and room number, and qualitative factors such as: material of construction, ceiling, floor boards, doors, windows, inside wall, and outside wall could cause cost variation and if the client issue a basic design, which, effectively defines the qualitative factors, the variation could decrease to 16%.
