Summary: | 碩士 === 國立高雄第一科技大學 === 營建工程所 === 93 === The purpose of Kaohsiung housing program is to accommodate the low –income families and improve their living standard. In Kaohsiung area, due to the fast economic growth in the last decade, the self-ownership of residence reached up to 82% of local residents in 2002. Therefore, since then, the transaction of real estate has dropped drastically and Kaohsiung Municipal Government has decided not directly or indirectly to invest in the public housing projects. This study is designed to review the effectiveness of public housing program in Kaohsiung city. Conclusions were made based on the analysis of information collected from literature review, questionnaire survey, and interviews.
The research results suggest that (a) the housing program is widely recognized by the public concerning the subsidiary of mortgage interests and the low pricing policy of housing units, (b) the public is satisfactory with the location, environment, public facilities, design and construction quality of the housing projects as a whole, but unsatisfied with the small area of each housing unit and the current maintenance system, (c) except for the residents of public housing communities, the public considers that the management and maintenance works should be handed to the community management committee organized by each community residents in compliance with the regulation of condominium and apartment building management, and (d) the unsold housing units should be either rented or sold at lower price to low-income citizens to reduce government financial burden.
