The most influential innovation is information technology (Larson, 1996). However, the utilization of information technology would be different from organization to organization, and what is more is that there would be some company cannot get with it. We consider the different cultures of companies caused this to happen, and the informational cultures are different either. For this reason, the relations between people and systems cannot be interrupted. This research focused on the planning stage before the implementation of information system. To understand the present circumstance of a company to utilize information technology, we survey the informational culture of them. Then we compare the informational culture and the current circumstance of companies to implement information system, which can be consulted by them to evaluate systems. This research designed a questionnaire of thirty items to describe informational culture, and developed the OICP (organizational information culture profile) for business to understand the fit between their informational culture and their preference for information system implement by using the Q-sort methodology. After the OICP studying, we find out that most of the result supported our hypothesis. Finally, we analyzed the data gathered and divided the informational culture of Taiwan business into twenty factors.
