碩士 === 南華大學 === 非營利事業管理研究所 === 93 === 　　The prevention and treatment of contagious disease is an important field in the realm of public health. To reach the maximum effect, the prevention and treatment of Tuberculosis、SARS and AIDS relies on the international cooperation、the encouragement of governmental rules、the ability and effect of medical administration、the participation of civilian groups and the cooperation of all people. The initiation of issues and the social public service are important functions of non-profit organizations. Besides, non-profit organizations have the mission of social education and are even more in need for public health. 　 　　This study employs the methods of visiting interviews、data collection 、and analysis to explore the function presented in the prevention、treatment and rescue of the Tuberculosis、SARS and AIDS by each unit of non-profit organizations, and it found that the tuberculosis prevailed for 50 years in Taiwan, and when its occurrence rate reached the highest, government is the one who desperately put money and manpower to it, the establishment of Tuberculosis Prevention Association dropped the tuberculosis from the third death cause in year 1952 to the state that it’s excluded from ten of the death causes in year 1985, and the contribution of the association couldn’t be ignored. After the province re-organization in Taiwan, the complete and full professional system of the prevention/treatment of tuberculosis was disarmed, facing the global tuberculosis attack in the 21st century, government should combine the power of non-profit organizations to assist pushing the complete and full prevention/treatment system to be the future TB prevention/treatment work. 　 　　SARS came vigorously and astonished the whole nation, the government moved related organizations, lots of money, medical assistance from foreign countries、civilian groups、medical world and business owners to be able to control the epidemic situation speedily. After the visiting interview with the aggressive rescue participator the Red Cross Association, the conclusion received was that the rescue work couldn’t be delayed a bit, and volunteer workers were never enough, and people were easily be infected resulted that the rescue volunteers became quarantined patients and therefore affected the participation of rescue work and the morale of the volunteers. 　 　　The infection of SARS is due to the effect of Global Village、hard to find those infected、drugs spreading and sex, and the epidemic situation is still hard to control today, although there are many non-profit organizations making efforts on it, the effect is little, hoping there are more non-profit organizations to be involved working on the disease prevention of AIDS, and making the virus be eliminated someday. 　 　　This study suggests that when the public health is promoted, especially the prevention/treatment of those contagious diseases, if the government could adequately apply the power and efficiency of non-profit groups, aggressively encourage the participation of non-profit organizations, appropriate necessary funds for those non-profit organizations which have strong spontaneity、sense of mission and high working efficiency, I believe it could yield twice the result with half the effort and the quality of our national public health will be promoted.
