At that time the country faced many big economic difficulties: Closed-door policy, US government laying an embargo towards Vietnam, the war remnants, etc, all of which led the country’ economy to a downfall. In 1986, the Vietnam government decided to apply an open policy and started to have trade transactions with other countries. Since then there has been continuous progress in the economy. Before 1986 Vietnam had economic relations with 125 countries, most of which were socialist countries, and this number increased to 140 in 2003. From 1990 to 2003 the export turn-over increased by 21 times and the import turn-over 20 times. The most important was that during the past ten years the Vietnam government has applied various methods to integrate into the regional and global economy. This can be shown by Vietnam’s participation in many important international economic organizations and associations. For example: In July, 1995 Vietnam joined with Association of Southeast Asians Nations (ASEAN). In the same year Vietnam’s Trade Department applied to join the World Trade Organization(WTO). It is forecasted that Vietnam will become a member of this organization in 2005. In November, 1998 Vietnam joined the Asian Pacific Economic Co-operation (APEC). In December 2001, Vietnam-America trade agreement officially came into effect. Apart from the above essential associations, Vietnam has also joined many other economic organizations in order to integrate into the world economy. Vietnam is not far form Taiwan, Vietnamese and Taiwanese customs are also very much alike, therefore it is becoming more and more easy to come to Vietnam for investment nowadays, Vietnam is rich in natural resources, with a good source of efficient and low-paid labor. Beside, a stable political environment and favorable investment policies also attract foreign investors, especially the Taiwanese, who came to Vietnam to do their business quite a long time ago. Up to 2003, seventy four countries from all over the world had invested in Vietnam. Among them Taiwan invested in 927 projects with the total invested capital of US$ 5,136,342,045, ranking second (among the top ten foreign investors in Vietnam). This proves that Taiwan is a very important country to Vietnam in terms of foreign investment, in other words Vietnam has become one of the most critical countries for Taiwanese investment.
