That’s why digital divide becomes the main problem in our society. In the main time, across the second order digital divide we should have the dissimilarity to emergency measure. To get into Ta-pang community for carrying on the observation and interview in Mt. A-li, we try to find out the condition that "to reduce digital divide project" may face in the remote areas. In order to add the large questionnaires and brief interviews in the filed message that can''t measure property.      This article studies the conclusion: first of all, lay on some of natural environment and historical culture factors Ta-Pang’s situation of digital divide is better then others which are also in remote area in A-Li Mt. For the “COU” tribe in Mt. Ali, actually Ta-pang can be the beginning of promoting digital issue. Otherwise, they still need more basic equipment for increase their digital life.
