As it turned out, the event became an ignition point that caused a powerful mobilization of the Gi-wei community within a short period of time. In the end, cohesive forces of the inhabitants successfully resisted the financial groups’ efforts for building power plants and the destruction of environment. As the event coming to an end, a chain of local entities resulting from it also experienced subtle changes. During 1996-2003, the Giwei community had altogether 5 major events: “Against Thermal Power Plants in Hualien-Taitung Regions”, “Cultural Classroom of the Tribe”, “Gi-wei Looking forward to the 21 Century﹘Community Participation and Internet Courses”, “Sunshine, Lilies, Town of Sea”, “Encampment of Community Organizers”, all of which related closely with the others in terms of time and space. This is exactly the cause of Gi-wei community’s activation. As far as community participation is concerned, Gi-wei’s inhabitants are just starting. They need assistance and support from outside to keep them in the track, and to turn others’ experience into their own success. To go with this subject, the research is conducted with a multiplex research method of literature and data analysis, semi-participation observe, and in-depth interview. The concept of catalyst (key person) in biochemistry is also applied to explain the regulating mechanism (community) of the inner activation of an organism, and the interaction between the cooperative groups and the key persons. By examining the process of Gi-wei community’s activation, the research aims to represent the people intimately connected with the land, living their everyday life in a small township in the periphery of east coast, and to offer a different viewpoint of Taiwan’s Integrated Community Development movement through their struggles as individuals against the overall environment. 姚誠 2004 學位論文 ; thesis 139 zh-TW
