In August 2002, the two newly established elementary schools were outsourced to private enterprises for three years until now. From our study, it is found that the two schools indeed develop the philosophy of experiment and innovation given by the autonomous regulations, expressing the characteristics and diversity different from the public schools. In the meantime, one also sees that the two schools encounter some difficulties and problems in courses, personnel and finance. Therefore, with the double case approach, we explore the details of the autonomous regulation governing outsourcing of elementary schools to private enterprises in Ilan County with reference of foreign charter schools. With interviews and document analysis, etc, we understand the characteristics of these two schools in courses, personnel and finance as well as difficulties encountered and the reasons. In courses, the two schools development their unique courses in individual or diverse qualitative evaluation approach; teachers shall develop the professional decision-making power and coordination teaching ability in the mixed-age class teaching. In personnel, the two schools employ staff members required by teaching and develop the individual administrative organization structure in which administrative and teaching are separated so that teachers can concentrate in teaching without being responsible for administration at the same time. In finance, in addition to the budget of the same scale as that of public schools from the county government, the two schools have extra support from the foundation and PTA. Despite all these characteristics, they encounter many difficulties. In courses, neither one has developed a set of comprehensive course and teaching model to guarantee sustainable operation. The traditional concepts of parents hinder the course innovation. In personnel, design and execution of courses depend on teachers, giving teachers heavy burden. As the two schools are not specifically positioned, qualified teachers are not entitled to public insurance, retirement fund and pension, etc. It will be illegal to hire unqualified teachers. In finance, the use of the budget is the same as that for public schools. The two schools can not use the budget with flexibility.
