The purpose of this study was to develop a questionnaire based on Delphi Method to evaluate the professional competency of elementary school natural science and life technology teachers and intended to understand teachers’ teaching competency and demand for in-service education in Hsinchu County. The subjects of this research was composed by full-time and qualified elementary school natural science and life technology teachers in Hsinchu County. The number of valid returns was 210(81%). The results were shown as following:
1. The items on the professional competency of elementary school natural science and life technology teachers questionnaire included five aspects, 29 items on professional knowledge of specific subjects, 9 items for the ability in selecting and designing instructional materials, 14 items for the teaching ability, 11 items for evaluation ability, 7 items for professional developments. After deducting the redundant items, 60 items were confirmed to evaluate the teaching capability.
2. The elementary school natural science teachers in Hsinchu County were quite confident on their teaching capability in the given subjects, and they rated their teaching abilities on the average or above-average rank (the average was 3 points).
3. The demand for in-service education of elementary school natural science teachers in Hsinchu County was rated average to high rank. The most favorable categories for in-service education, ranking from high to low, were after-school studies and activities, viewing teaching demonstration, on-campus training, credited courses, in-service education for academic degree, and others. The most favorable timing for in-service education, ranking from high to low, were summer vacations, Wednesday afternoons, winter vacations, weekdays (daytime), Saturdays or national holidays, and weekends (nighttime).
4. Regarding the self-evaluating rankings of those teachers on their teaching capability, male teachers rated higher on professional knowledge of specific subjects than female teachers. Teachers major in science rated higher on professional knowledge of specific subjects than teachers in other subjects. Educational level showed significant difference in the results of self-evaluating ranking. Age, seniority, and school types showed no significant difference in the results of self-evaluating ranking.
5. Regarding the demands for in-service education, female teachers rated higher on the demand for professional knowledge of specific subjects than male teachers. Teachers with lower self-evaluating ranking rated higher on demand for in-service education. Educational level showed significant difference in the results of self-evaluating ranking. Age, seniority, and school types showed no significant difference in the results of the demands for in-service education.
6.The demands for in-service education was negatively correlated with the professional competencies scores.
7. In the virtual regression analysis on variables of personal background toward overall professional teaching capability, overall professional teaching capability can be predicted through classes of school and teacher’s educational background. Up to 5.7% of teachers, the communality of their overall professional teaching capability can be predicted effectively.
8. Taking five aspects capabilities as forecast variables, which were professional competency on expertise knowledge, selecting and designing ability on course materials, executing capability on teaching, evaluating ability, growing ability on professional know-how, and progressing Stepwise Regression Analysis, we found only one item--evaluating ability--fits Regression Model. Up to 11.0% of teachers, the communality of their overall demand for in-service education can be predicted effectively.
