The reasons causing the difference are identified such as budget constrain, domestic industry capability, high imported-part rate, restrictive procurement laws, etc which represent the external factors, but there is also an important internal factor impacting the logistics support capability, that is the ROC Armed Force doesn’t have a mechanism to develop long term logistics strategic planning (LSP). In the US military, there is no standard operational process for LSP, which can be adopted directly by ROC Armed Force, moreover due to the difference between two countries’ situations and organizational cultures, it is not suitable to apply the US model to ROC Armed force. Accordingly, this study tried to look into the ROC Armed force LSP and figure out its feasibility and implication with academic methodology and military administrative execution. This study started with the paper research about strategic planning as the foundation, then documented the outcomes of 11 meetings held by the working group, comprised of 43 logisticians possessing at least 10 years logistics experience from all services and Joint Staff. Utilizing academic methodology, the LSP working group members assessed the current logistics environment and proposed 10 recommendations for improving logistics environment. According to the logistics implications of Taiwan’s national security strategy and the future requirements, the LSPWG developed and documented a Logistics Vision, and in order to carry out the vision, 5 initiatives were deduced along with 27 action items. Further, applied the purposive sampling and used PZB Gap analysis to survey how much the ROC logistics officers understand the 10 recommendations and the 5 initiatives, and according to the result of the survey analyzed the feasibility and priority of the initiatives and the relations between satisfaction and importance to make a reference to refine the logistics strategic planning in compliance with ROC Armed force requirements. The contents, processes and outcomes of each working group meeting are documented in the study for reference. The conclusions of the study are : 1. the validity and reliability of the questionnaire are validated so that the decision makers can take the results of the study for reference. 2. The priority of the initiatives is “End to End Integrated Logistics and Information Enterprise”, ”Developing the future logistics professional and workforce”, “Partnership with Industry”, “World Class Supply Chain Management”, and ”Total Life System Management”. 3. The survey of 10 recommendations for improving logistics environment shows that the degree of importance and the degree of satisfaction are quite divergent; consequently the top 3 of them are “Logistics data digitized”, “Automatic Demand system”, and “Jointed supplier and distribution relationship”, which indicates Integrated Logistics and Information System is the most deeply concerned issue. 4. All the metrics of the study for the 10 recommendations for improving logistics support, 5 initiatives along with 27 action items, like as Gap analysis of importance and satisfaction, Gap analysis for the different attributes of samples can be taken as reference for evaluating , planning and implementing the LSP in the future.
