That is, we treat pragmatically the critical resources as limited but unlimited and from this attitude there are many theories derived such as confining theory, critical chain theory, and critical chain project management theory etc, in which the buffer area is added in the project planning to absorb those uncertainties. The building of the buffer mechanism has become a professional field in the project management. Many scholars, including Goldratt, Leach, Hoel and Taylor, discussed most about the buffering quantity. How much of the quantity and how to build the buffer are both controversial issues. Unfortunately, the results are constricted and doubtful because the internet structure and project situation, which back up the project, are built up according to only the experiences and related documents. We do not know how they are really stemmed from. Thus, we classify and compare related theoretical writings to find out a reasonable logic of building the buffer quantity by the method of simulation, defining “the rules of deciding buffer significance” as the independent variable, “the bias level of buffer quantity” as the dependent variable, and “the project situational factor” as the interfering variable. As results, different rules produce apparently different bias levels, in which the Pooling rule is the best way to buffer the project delay. Besides, the situational factor—risk—is most interfering.
