Summary:碩士 === 國防管理學院 === 國防決策科學研究所 === 93 === Abstract Following the end of Cold War, the collapse of the Soviet Union and the eastern Communist Camps, and the establishment of WTO, international political conflicts have progressively been substituted by economic cooperations. The liberalization of global trading and the integration of regional economy have become the main stream of the current international relations. Through signing treaties, many countries have carried out economic cooperations to form economic alliances in various degrees of bond-strength. These varied alliances allow funds and commodities to be freely circulated among member countries and to alleviate tax and non-tax barriers in order to promote regional specialized divisions of effort , exploit economy scope of beneficial results, and improve their mutual economic benefits. Hence, “economy regionalization” has created the optimum for living environment and social structure in economic, trading, and financing activities among all countries in the region. “Power Transition Theory” has become popular among American national policy-making facilities and the main reasons result from the illustration of the theory demonstrating population, economy growth, and political capability to be the essential factors for power. These key elements have also diversely affected power-shifting according to different particular periods. By studying the development of the structure of the theory, one could speculate the variations of international political structure. Accordingly, the theory has become an important reference whenever America is making national policies. Pragmatically speaking, Mainland China, through its substantial economy growth, has become a regional power since its open policy in 1979 and the only power to challenge US supreme power in the 21th century. Via its predominant position in the “ASEAN Free Trand Area”, China will keep competing against America in the future. As facing the tides of regionalization and globalization, Taiwan has experienced disadvantageous circumstances. The key solution for Taiwan might be finding ways to benefit from the above two super powers and to secure her living space.
