| Summary: | 碩士 === 國防管理學院 === 國防決策科學研究所 === 93 === China and Taiwan have built their regimes respectively since the Republic of China government retreated from mainland China in 1949. Instead of being in a peaceful condition, the Taiwan situation has been being more and more tensional since then and greatly affects the stability and security of the Asia-Pacific region. The United States, which enjoyed comparatively vital interest in this region and closely connected with China over years, has been playing a very important role in the evolvement of modern Chinese history. It is impractical and impossible to leave such a super power behind resolving issues across the Cross-Strait.
Apart from foreword and conclusion, there are four sections in this thesis. First, based upon three communiqués, the development of the relationship between China and U.S. is analyzed in the hope of avoiding undermining our national interest in dealing with any Taiwan-related issues and grasping our optimal interest once opportunity arises. Second, the role of Taiwan in the west Pacific Ocean and the importance of the relationship with U.S. are described according to geostrategy and the Taiwan Relations Act. Third, the policies and economic interaction are scrutinized, hopefully to explore a rapprochement process with China, to build mutual dialogue and discussion as well as to establish confidence building measures while sheltering differences and finding common sense between Taiwan and China. Fourth, China threat to Taiwan and Taiwan encounter with dilemma over the past 56 years are also mentioned.
Results showed that although China expressed that the economic issue between Taiwan and China could be negotiated and resolved via civilian organizations without touching the “one China” policy which China pursues yet, there have been a lot of differences between what they said and what they did. Hence, we concluded and suggested that the attention should be focused more on China-related issues other than foreign and defense policies. The stability and security heavily depend on benign interaction across the Cross-Straits. If bi-government make dialogue across the Cross-Straits, our military capability and international diplomacy may help promote present Taiwan security.
