The resource and the method of data collection are easier through the network. However, if we can’t process and utilize the valuable data effectively, the final decision will limit the achievement that the potential knowledge should be present. Therefore, how we can process the massive variable data rapidly and correctly, generating the maximum value, it is the key factor for modem business to get the superiority and create profit. In order to achieve the knowledge management and experience reuse, this research combines Ontology and CBR (Case-Based Reasoning). We use the accumulated case to deal with the new problem, through retrieving and adapting case till the problem could be solved. Basing on ontology we design the Case-based Reasoning model. This model divides knowledge into three ontologies, domain, task and method. Then we define the ontology linker to connect the ontology. It is not only a general problem-solving model, but also improves the independence among the related ontology and the reuse possibility of the model. Finally, to prove the proposed model this research adopts the information analysis system. It confirms the result of this research can provide reference solution correctly and quickly for new problem, the experience inheriting, getting the timeliness and completeness of information processing, and high quality of decision.
