Many famous software life cycle process standards are formed with these knowledge procedures. Therefore, by using software life cycle processes standard as a basis to develop software is a critical method. To take this method will make the enterprise obtain the knowledge in the standard. The knowledge include the stakeholders in each development stage, the tasks should be performed, the priority and importance of each task, and the rights and responsibilities of each staff. There is not a well-designed method to connect the Work Breakdown Structure (WBS) in the Software Project Management and software life cycle processes standard. Hence, there is a gap between Software Project Management and software life cycle processes standard. In order to avoid gap between SPM and Software life cycle processes, we will take a procedural and non-procedural method to analyze the clauses of the international software life cycle processes ISO/IEC 12207 (CNS 14837 in ROC) in this research. Finally, we will implement ISO/IEC 12207 Acquirer Template in the viewpoint of acquisition. Traditionally, the data of the organization in the form of Relational DataBase (RDB) is a well-known manner. But there are not enough abilities to suppot enterprise users to find the tacit knowledge in the RDB form. In this thesis, we store the knowledge of software life cycle processes standards in the Semantic Web. In the Semantic Web form can provide users to define appropriate rules to discover the tacit knowledge in the history data.
