The main reason of their low performances for learning is due to the poor learning environment because of their special socioeconomic conditions. The disadvantages of their family conditions become the barriers for them to learn English. Most of the English teachers in NTPEHS have no way in pursuit of effective teaching but give up in such situation. These are important issues for improving teaching performance of NTPEHS. In order to develop a set of usable English teaching materials for students in the specific field, this study analyzes the suitability of multi-media in English teaching and investigates the obstacles of teaching in the special context. To ensure the goal of this research, the methods of research-by-action and case analysis were applied to the research process. The qualitative analysis of this study was based on the data derived from the real cases in NTPEHS. The analytical results of the study demonstrate that students are attracted and motivated by the simplified teaching materials presented by power point and web pages. Additionally, case analysis shows that students are interested in learning English and are confident of learning English because of their successful experience of learning. The most important factor which effects the performance of English learning is the attitude of students. Low-capability students can be inspired and improve their learning performance by well planned and systematically teaching.
