Gravel is the raw material of any house building and public construction builds in have to use. "The East Gravel Meet the Demands in Taiwan’s West Area" is the government policy from 1993.Just as its name means, it’s carrying the crushed stones, sand product in Hualien and Taidong through the sea transportation or railway conveyance to the Taiwanese western region, and pay the request of the development of the metropolis. Now, the gravel factory in the Hualien becomes the settlement type currently in each river around. The transporting cost decide the advantage ground of each gravel factory；Depend on the different segment of dredge plans by the Ninth River Bureau of the Water Resource Agency, also will make the transporting cost different. Therefore, the total transporting cost including of the raw material entering to the factory and carrying the finished product to the harbor are the key-point factor to the profit of each gravel factory.
The gravel industry and carrying trade are usually combine to the industry indivisiblely, the freightage cost promotes with the increment and the supply of raw material are within the range of Mugua River, Soufong River, Wanli River and Mataian River etc. Currently, factory faces again the policy change of the phenomenon that the supply and demand is out of balance, what strategy operator should use to responds is an important topic. Gravel's supplying is the medium of the industry development and have to exist and necessary link, the gravel industry in Hualien will be the key-point position and will be more prominent, but the environment, social resource influenced etc. a part that really is a difficult quantity to rather turn, The cost descends of transporting is a competition ability since of fasten, but can through transport the way and conditional change, reaches the cost to descend by this and the environment cost descends a double of situation that wins, should be can toward a target for developing.
This research tries depend on the Cooperation Game Theory Model, discussing the situation of the gravel factory in Hailien that faces to the different competition condition by product cost can not control, try to through the cooperation alliance form, get rid of the message dissymmetry, avoid cutting price, obtaining the profits to maximize.
This research makes use of the expert model, focus to the different alliance condition, considerating with benefit of the market competition ability and economic scale, estimates under its different scenario its each growth and decay that form alliance a flock of whole profits, find the marginal contribution of each member in the group through with the Shapley Value calculation of the cooperation game theory. With the limit of equilibrium to find the equilibrate alliance situation. This research finds that the factories through the alliance can create the biggest profits for each factory, and can escape the profits descends because of the unfair competition. and under the more important situation of The East Gravel Meet the Demands in Taiwan’s West Area,the research result can provide the operator to make the decision. Under the premise of the factory profits can promote, all the gravel factory in hualien should replace the competition by alliance in the future.
