For example, the contrariety amid National and enterprising interest shows the typical issue of 「market failure」. Due to this reason, Taiwan government intervened in Cross-Strait economic and trade by administrant intermediaries in order to rectifying the externality, to make a balance between national security and enterprising interest. The thesis is purposed to research the economical consequence of externality, further more, according to all the relevant discussions will be helpful to provide a clear insight into the external possibilities of Cross-Strait economic and trade, and the effects of administrant intermediaries that Taiwan government intended to rectify the external problem; Finally, bring out the conclusion of what role that Taiwan government played in Cross-Strait Economic and Trade Relationship. Observing the different externalities that two policy of Cross-Strait made, we can distinguish that Taiwan Government has much more doubt about the security, it causes the conservative policy. On the relativity, The People’s Republic Of China has the stronger externality so the government adopts the liberal views. Taiwan Government intervened directly by administrant intermediaries that reasonable in theoretical restrictions based on the matters of national security or interest. However, by the research that thesis offered we can ascertain the intervention which Taiwan Government took for 「market failure」should be moderate than excessive, returning to the market mechanisms to develop Cross-Strait Economic and Trade Relationship, then upgrade the role that Taiwan plays in international status would be much more benefic in economic development of Taiwan as good as the national security. The excessive administrant intervention would be on the contrary. Therefore, the constraints of Cross-Strait economic and trade relationship that Taiwan government make should preferably reduce the market twist to minimize the negative effects. The economic symbiotic relationship between Taiwan and mainland China’s international trade interests, any irrational action would cause the damages. How to make the best situation in the globalization market is the perfect aim that both Cross-Strait governments should chase.
