A Study on Impelling the Community Health Building in Hualien and Taitung-Research of Nonprofit Organizations' Roles

The goal was to implement it through non-profit organizations, to promote the healthy manner and behavior of people, simultaneously to build the healthy and independent community environment as well. This research uses in-depth interviewing to interview the advocators of “the community health building” of the non-profit organizations in Hualien and Taitung counties. The goal is to explore the motivation and cognition of non-profit organizations about “the community health building”, and to understand the successful factors and the difficulties of non-profit organizations to impel “the community health building”, and the future development direction of promoting about “the community health building”, and suggestions that will supply to the official organization impels “the community health building”. The findings of this research are listed below. The motivations which non-profit organizations take part in and impel “the community health building plan” are “the highly interest and the sense of mission about the community”, “to establish the community relations and to expanse the service”, “to go along with the folk organizations objectives”, “to feed back to natives and to take care of the inhabitant health”, and “to impel “the community health building plan” necessary requested from the Health Unit”. The non-profit organizations that keep good relations with other organizations got support and promise of high-ranking officials. The multi-issues of non-profit organizations to impel “the community health building” mostly depend on the community inhabitants’ needs. The process of non-profit organizations which impels “the community health building” whose main ways to cultivate strength are the education training, the communication coordination, the achievement unfolds, observing and emulating the study. The key factors of success of the non-profit organizations, which promote “the community health building” are: “effective leadership”, “participation of community inhabitants”, “independence of community”, “strong support of politics”, “sound organizations”, “sufficient and adequate resources”, “local impetus”, “perfect design”, “connection with community resources”, “cooperation of departments”, and “precise policy”, etc. The viewpoints of the non-profit organizations which promote “the community health building”: “more comparably elastic”, “more effective than public departments”, “having the fund support”, “enduring longer comparably”, “good understanding of community interaction”, “accordance with the empowering spirit”, the advocators’ positive attitude”, the soundness of non-profit organizations”, and “the proper use of funds”. The difficulties of non-profit organizations which impel “the health community building” include ”lack of the specialized knowledge”, “limited resources”, “the local factions’ problems”, “problems of organization itself”, “the support of public departments”, “the weak participation of volunteers”, and “the uneasy time for coordination”. The future directions of “the community health building center” are: “to impel by health clinics”, “to develop the health building center as an association”, and “to push by the existing organization strength”. The suggestions of which non-profit organizations as to the Department of Health impelling “the community health building” are: “The simplification of administrative operational procedure”, “to provide the specialist training and information, “to strengthen the connection between public and private departments”, “regular specialized counseling”, “the establishment of long-term cooperation relations”, “the fund subsidy having to act as circumstances permit”, “supporting the impetus units”, “taking care of the weak and avoiding monopolizing”, “taking cultural disparity into account”, the flexibility of using funds”, “consistence of expert viewpoints”, “not having too many governmental standards”, “integrity of community and tribe health building”, “the establishment of appraisal mechanism”, and “providing the resource assistance available to serve the inhabitants”.
