A sample of 655 educators and 730 parents was selected by the two-stage sampling method. Quantitative data were analyzed by descriptive statistics, t-test, Chi-square test, and one-way ANOVA. The results of this study revealed that elementary school textbooks selected were mainly published by the major publishers. The power of selecting textbooks were decentralized. Textbook selection was affected by multiple factors. The textbook selection policy increased each individual school’s professional autonomy, but it faced some problems. Moreover, the educators and parents owned different opinions on the ideal system of textbook selection. Finally, the background variables affected significantly the educators and parents’ perceptions and opinions on textbook selection .
