The instrument used in this study was “Belief Questionnaire for Teachers in Junior High Schools” developed by the researcher. The subjects of this study were 400 teachers including resource room teachers and regular class teachers from three counties in central Taiwan area. The conclusions from this study were as follows: 1. The beliefs of both resource room teachers and regular teachers about resource program were positive. 2. Resource room teachers’ beliefs about resource program were more positive than regular class teachers. 3. A significant difference was found in both teacher- student relationships as well as students’ learning and assessment between resource room teachers and regular class teachers having handicapped students in their classes. 4. A significant difference was found in teacher- student relationships between resource room teachers and regular class teachers having no handicapped students in their classes.
