The purpose of this study was to establish the measure norms of a school's organization execution to provide different thinking for schools when they were working on their tasks and to raise education quality in comprehensive high schools.
Concretely speaking, the main purposes of this study were as follows:
a. Exploring the connotation and sections of the organization execution in comprehensive high schools.
b. Establishing the measure norms of the organization execution in comprehensive high schools.
Based on the above-mentioned purposes, in the first place, this study was to understand the present situation of comprehensive high schools and their characteristics and to conduct a deep investigation into their execution, the connotation of the measure norms, and the sections of the organization execution. Through literature review and interviews, "the questionnaire of studying Delphi professional consultation of the measure norms of a school's organization execution" was compiled.
This Delphi consultative team was composed of fifteen experts, including three principals of public comprehensive high schools, five first-rank administrative heads in comprehensive high schools, four first-rank administrative heads in senior high schools and vocational high schools, and experts from related fields. Then they worked on repeated anonymous discussions about consultative investigations and compiled the opinions of the Delphi consultative team.
The results of this study were as follows:
a. The organization execution in schools included five sections, "Leadership", "Strategy", "Staff", "Students", "Parents and the Community."
b. Of the five sections, consultants agreed with "Leadership" most.
c. The section of "Leadership" included three dimensions, leadership characteristics, leadership capability, leadership situation, and twenty-two measure norms.
d. The section of "Strategy" included two dimensions, strategy adequacy and strategy execution feasibility, and fourteen measure norms.
e. The section of "Staff" included two dimensions, staff's competence and attitude, and nine measure norms.
f. The section "Students" included three dimensions, students' characteristics, students' competence, and interaction with students, and ten measure norms.
g. The section of "parents and community" included three dimensions, characteristics of parents and the community, resources of parents and the community, interaction with parents and the community, and eleven measure norms.
