According to the results of this research, suggestions were provided for educational administration agencies, elementary school teachers’ associations and further research. The literature analysis, questionnaire survey, and on-site interviews were utilized to acquire related data. First, the literature analysis encompassed data from both domestic and abroad, regarding organizational functions and operational strategies of the elementary school teachers’ associations. Second, questionnaire survey was conducted to 712 teachers selected from 89 elementary school teachers’ associations in central Taiwan counties and cities. The data of the survey were analyzed by statistic methods including descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, and multiple-stepwise regression. Finally, on-site interviews were conducted to six leaders selected from four elementary school teachers’ associations in central Taiwan counties and cities. According to the results of data analysis, the main findings were as follows: 1. In general, the real function of teachers’ association is in high-intermediate degree. The function of teachers’ association rates comparatively higher in “educational decision-making” but lower in “teachers’ professional development.” 2. The members’ perception about different levels of operational strategies of a teachers’ association is lower in “boycott” level. In general, they are comparatively more conscious in “group negotiation” level but less in “boycott” level. 3. Teachers with different background have different perception about the organizational function of their teachers’ association. 4. Teachers with different background have different perception about the operational strategies of their teachers’ association. 5. Considering the overall organizational function, “influence in educational decision-making” and “teachers’ rights pursuit” are moderate correlated with operational strategies. 6. “Teachers’ rights pursuit” and “influence in educational decision-making” can be indicators of operational strategies, while “teachers’ right pursuit” is the most significant indicator. According to the research conclusion, the following suggestions were made: 1. Suggestions to the administrators: i. Get more teachers involved, implement democracy. ii. Encourage more positive interactions, and achieve win-win situation. iii. Facilitate administrative work through the efforts of teacher’s association. 2. Suggestions to the school teachers’ association: i. Promote professional development. ii. The association should work on rational consideration and group negotiation to avoid boycott. iii. Set self-discipline agreement and enhance teachers’ image. 3. Suggestions for the further research: i. Larger targets can be employed. ii. Deeper study can be conducted to specific teacher’s association. iii. The scope of the study can be broadened to other aspects. Abstract
