Gaebler published Reinventing Government: How the Entrepreneurial Spirit is Transforming the Public Sector, the worldwide governments have started government reinventing for administrative reforms. The development of information technology provides local governments an assistant tool in the government reinventing process. IT not only enhances administrative efficiency and the quality of public service, but also improves public demands in administration.  Based on social-technical system approach, the research is focused on the relationship between information technology and administrative process. After IT applying in local government, how does it deal with the influence and conflict of information technology on the civil servants? In this study, the Kaohsiung City government is chosen as a research case to explore the effect of practical IT on civil servants. The research method is applied the focal group study and questionnaire investigation to interview civil servants, charged of the execution of administration digitalization in the Kaohsiung City government, in favor of understanding the impacts of information technology on the civil servants.  As the research results showed, although civil servants could apply IT to deal with public administrative matters, they also worried about information risk. Therefore, Kaohsiung City government should focus on the training of information security. On the other hand, leaders of the local government should apply IT to deal with public administrative matters by themselves, in order to understand that civil servants confront the predicament in the administrative digitalization.
