Summary:碩士 === 國立成功大學 === 政治經濟學研究所專班 === 93 ===  In the last few years, Taiwan area often has flood and drought disaster phenomenon, which creates disputes and conflicts in the intergovernmental relations between the central and the local government. How to solve the water resources problems, can not be discussed only thru the vertical intergovernmental relation as in the past, but should also incorporate parallel intergovernmental relations to augment the study. On the other hand, the water resources development also can be transformed from supply aspect to demand aspect, which further represent the different thought in the water resource management policy. This research is based on the advanced countries like Europe and US , regarding their boundary-spanning management theories and the experiences which emerges in 1980s, to proposed suggestions regarding at present all forms of problems of the water resources of the Taiwan area.  In this paper, comparison is made regarding the world main countries water resources management, and thru the discussion of the boundary-spanning management mechanism of the four countries such as US, Japan, England and Germany, it is discovered that at present the central and local government boundary-spanning management mechanism is lacking, such as laws and regulations insufficiency, financial deficit , difficulty in cooperation between political party of different affiliations and local legislative assembly selfish departmentalism. Also to recommend and propose the promotion of water conservation organization level, to establish water basin management committee, to strengthen the public participation mechanism and consider sustainable management as foundation of water resources management.
