碩士 === 國立成功大學 === 都市計劃學系碩博士班 === 93 === In recent years, sustainable development has become the common vision of policy making in almost of countries. Taiwan is going to make a new Code of National-wide Land Plan, the aim of it is to improve the status of sustainability of spatial development in Taiwan. I t is a good opportunity to develop an indicator system of sustainable development for evaluating and monitoring policy decision making. This study tries to explore how to develop an indicator system for National-wide Land Plan. Taiwan Agenda 21 follows the global –wide guidance for actions. In order to comply with both the global and national guidance, this study proposes that the indicator system of sustainable development offered by the National-wide Land Plan should follow the goal system of Taiwan Agenda 21. By collecting and selecting some related and important sustainable indicators, this study fit those sustainable indicators into the goal system of Taiwan Agenda 21. By conducting the Delphi expert questionnaires, I assemble the expert’s suggestions and then revise the indicator system of sustainable development in turns. Finally, I frame the Initial national spatial planning sustainable development indicator system. The system includes 3 targets, 9 objectives, 25 policies, and 44 indicators. Providing the suggestion and conclusion for spatial planning sustainable development indicator framework in the future.
