According to the statistics of highway accidents during 1995 to 2004, about 50 percent of the accidents are related to highway freight vehicles, and the damages caused by them are frequently more serious than other automobiles.
Former researches on highway freight safety tend to analyze and review this issue with statistics and accident records, but the results are usually time-lagging and can not reflect the overall risks. The radical solution to this issue lies in the safety management of highway freight, by reviewing and improving the safety management, individual employees, behaviors and habits can prevent the accidents and lower the risks.
This research tries to study the relationship between safety performance and safety climate in highway freight, and proposes intelligent transportation technological plans which can benefit the safety management of highway freight. The research conducts the field investigation of two stages, then analyses individually the material of investigation.
The result indicates that “safety attitude” is the most critical factor that affects highway freight safety. Comparatively, “Organizational interaction” contributes negative value to safety performance with the path estimation -0.58, and with the long-term effect of “organizational interaction”, the first line personnel’s attention to safety will also be lowered. Thus, the value of indirect relationship is -0.062. Besides, the experts and highway freight managers participated in this research consider the “digital trip recorder” as the best technological instrument which can improve the performance of safety management of highway freight.
