In ITS, ATIS(Advanced Traveler Information System)is closely related to travelers, and it can provide just-in-time traffic information and road guidance to travelers. In recent years, many road constructions were completed which leads to a dense highway network in the west of Taiwan. Therefore, we must implement ATIS into the highway system. However, because of increasingly serious financial deficits and many private organizations are more experienced in information delivery and dissemination, the method of PPP(Public-Private Partnership) not only increases the use and efficiency of information, but also reduces the burden of the government.     First, this research is to review the literatures on PPP business model theory and application, to introduce the state of the art on using PPP in ATIS and to define 「ATIS information supply chain」as a major dimension in evaluation. Because ATIS involves a large amount of the collected and transferred traffic information; it makes the information sharing and information transferring most important in using PPP in ATIS.     A theoretical research framework is constructed at first and the evaluating criteria are then sorted by referring to various literature reviews. Analysis Hierarchy Process is used to determine the weight of the criteria and Fuzzy Multiple Criteria Decision Making is used to choose among the alternatives.     Three dimensions that affect the operation of ATIS information supply chain are public private partnership, ATIS information supply chain, and end users. The number of criteria for each dimension is four, five, and three respectively.     The result of this research shows that the most feasible alternative to deploy ATIS in Taiwan is the「BOT Business Model」.The evaluating process of business model alternative and the weight and architecture of criteria from this research can help the authorities in making strategic decision to choose the best PPP business model for ATIS from many alternatives.
