First of all, suitable explanation factor is selected in order to acquire the extent of objective needs by questionnaires. Then we transformed original points into different working mode which can offer performance. Finally, by means of case selection for studying, this study plans the distribution of the time span and cost of the design of the case being conduct, and then compares it with the data in the actual implementation of the special project so as to promote the effective value, accelerate the planning of project, and decrease the unnecessary waste of resources.
