Firstly we survey relevant laws for smart cards and health cards . Knowing about the limitations for smart cards ,the feasibility of expanding the functions of NHI cards to value-added services were performed . Possible income for providing such services by NHI smart cards were evaluated .
In implementation , a Java Card was used to simulate a NHI health card , and installed an e-wallet applet in it .Besides ,another e-purse was emulated by a Mifare card . Both of the e-wallet and the e-purse could add-value、substract-value and transfer-value to each other . Mechanisms for atomic transactions between the e-wallet and e-purse were disscussed on performing transfer-value.
