For the first time, EU contained ten central and eastern European countries. After experiencing collapse of Berlin Wall in 1989 and reunification of Eastern and Western Germany in 1990, CEEC, former socialist countries which have conflicted with Western Europe, surprisingly walked toward peaceful transformation and turned to get closer to western world, indicating bi-polar system existing since Cold War has broken down and entered into a multi-polar status of in post-cold-war era. Enormous change of world situation has occurred like a domino effect, world regime is also facing with vicissitudes, leading to prosperity of regionalism. The world has entered into a brand-new era led by economic power. Throwing off control of Russia, CEEC are looking forwards to further economic growth with membership of EU. Besides the organizational adjustment in post-enlargement period that EU must face with to ensure normal operation of itself, original benefits of the existing EU member states and that of CEEC must have conflict with each other due to EU enlargement. By participating multi-lateral economic or political organizations, CEEC obtained assistance and support from many Western Europe states, playing key role for stabilization of and development of CEEC’s political and economic situation. This paper tries to observe EU, the economic-oriented and regional-integrated organization, and objectively analyses the background, incentives, process and challenges of EU enlargement. It is also expected to stimulate extensive and in-depth understanding on EU and European area, as well as provide a research skeleton on economic integration of Taiwan and Great China region and impact of EU enlargement on Taiwan’s trading and economic opportunity.
