The peasants of China for nine-hundred million if housing registers regulations was rigid， as peasants are increase immediately. For these years， cities and towns are municipality and some regions of housing registers reformation increasingly， so decrease in husbandry transfer to another. The information of livelihood in peasants manufacture depend on lands， owner power， management power witness evolution， planting of inheritance to get stable finally as market economics in advantages cause depression， family’s property combination of inheritance by responsible regulations is based on the organization self-independence of villages’ committee， The democracy self-independence of organization above functions as holy mission for international， both sides of China scholars discussion unlimitedly， democracy appear or not by interesting in extending functions. In facts， the west-central area in China is appeared commonly consist of suffer of farmers， poverty of villagers， crisis in husbandry. This villages’ committee s， family’s property combination of inheritance by responsible regulations are related to country’s strategy， stable of country and community for basement politics and economics regulations where it going to? Because never appear “A Democracy China”， villagers’ committee stand for the window of democracy ， more improving international impressions and reputations; under the miracle of prosperous economics， without better regulations can transfer “Family Inheritance”， can secure whole situation. Till year 2004 announce “Act of Land Inheritance”， let the management power can transfer. Farmers can use theirs farms more effective， profit increase， made government collect or use lands follow by law， prevented from enterprises to occupy the lands. Villagers’ Committee take the improving action to enforce， resemble importance besides notes， slogans， these years decrease the precise reformations. Therefore， talking functions and effect ions， for examples， the target of comparatively well-off village was fulfilled， the improvement of elective regulations still were ineffective. The communist party of China is main in economics or neglects politics， for examples， The Ministry of Management in development industrial area， get the lead of villages combine into vice position and lift the commerce of some supervisors， also put some villages beneath the cities(or whole area)combine into street office. The regime organization was located changed into state level of dispatch organization， and administrative regions combine with village administrative organization can online unlimitedly， if require the regulations self-independence of village democracy can or not to influence for extension throughout enforcement in regime village? (try to carry out many years)， the leading core of China’s communist party still no research， discussion， the development of future， everyone not dare to confirm with optimistic final answers.
