The offshore science park located in Southern Taiwan was chosen as the empirical case for this study. Confirmatory factor analysis is first conducted to examine the reliability and validity of the census data comprising 136 outsourcing cases from 68 manufacturers. This is followed by calibrations of the logit model. The results indicate that the outsourcing decisions of high-tech manufacturers are highly associated with the service performances of the TPLs, followed by the service cost and value-addition. An increase in perceived customer satisfaction in these variables by 5% to 15% could raise the market share of TPLs by 1.5% to 8%. Of the two types of service providers classified, the express-based TPL market effects are slightly greater than those of the forwarder counterparts. Manufacturers with large annual sales or smaller shipments are favored in express-based TPLs.
